सुप्रीम कोर्ट ने दिल्ली और आसपास के इलाकों में वायु प्रदूषण के मद्देनजर लागू ग्रेडेड रिस्पांस एक्शन प्लान (GRAP-4) को हटाने का आदेश दिया है। यह निर्णय वायु गुणवत्ता सूचकांक (AQI) में सुधार के बाद लिया गया। अब GRAP-2 और 3 के प्रावधान प्रभावी रहेंगे।
वायु गुणवत्ता में सुधार
दिल्ली-NCR में लगातार खराब वायु प्रदूषण के बाद, आज AQI ‘मध्यम’ श्रेणी में पहुंचकर 161 पर आ गया। अतिरिक्त सॉलिसिटर जनरल (ASG) ऐश्वर्या भाटी ने अदालत को बताया कि AQI में गिरावट हो रही है, लेकिन यह मौसम पर निर्भर करता है।
सुप्रीम कोर्ट के निर्देश
न्यायमूर्ति अभय एस. ओका और न्यायमूर्ति ऑगस्टीन जॉर्ज मसीह की पीठ ने कहा कि GRAP-2 से नीचे जाना उचित नहीं होगा। हालांकि, GRAP-2 में GRAP-3 के कुछ अतिरिक्त उपाय शामिल किए जाने चाहिए। अदालत ने यह भी निर्देश दिया:
- यदि AQI 350 से ऊपर जाता है, तो GRAP-3 तुरंत लागू होगा।
- AQI 400 से पार होने पर GRAP-4 फिर से लागू किया जाएगा।
GRAP-4 हटने से राहत
GRAP-4 के तहत लगाए गए कई प्रतिबंध अब हटा दिए गए हैं, जिनमें शामिल हैं:
- व्यावसायिक ट्रकों की आवाजाही पर रोक।
- डीजल से चलने वाले मध्यम और भारी वाहनों पर प्रतिबंध।
- निर्माण और विध्वंस गतिविधियों पर रोक।
- सरकारी और निजी कार्यालयों में 50% कर्मचारियों को बुलाने की सलाह।
वायु प्रदूषण की चुनौतियां
ASG ने बताया कि दिल्ली का मौसम यूरोपीय देशों जैसा नहीं है और स्थानीय भूगोल व पर्यावरण की वजह से वायु प्रदूषण से निपटना एक अलग चुनौती है।
सुप्रीम कोर्ट ने वायु गुणवत्ता में सुधार पर आगे भी निगरानी रखने और जरूरत पड़ने पर प्रतिबंधों को फिर से लागू करने की बात कही।
