Lucknow: At the World Economic Forum (WEF) 2025 in Davos, the Government of Uttar Pradesh announced a strategic partnership with HCL Software to accelerate digital transformation in key sectors, including agriculture, disaster resilience, and public services. The partnership, showcased at the Invest UP Pavilion, aims to harness advanced AI and data-driven solutions to enhance citizen services, increase agricultural productivity, and strengthen disaster preparedness.

HCLSoftware will collaborate closely with the state government to implement AI-powered platforms for agricultural innovation. The initiative focuses on empowering farmers with state-of-the-art digital tools to boost productivity while enhancing resilience to climate-related challenges. Technology assessments and proof-of-concept demonstrations are already in progress as part of this partnership, with plans for widespread implementation.

Additionally, the partnership includes the modernization of Uttar Pradesh’s Jansunwai-Samadhan grievance redressal system through AI-based automation. This upgrade will streamline complaint handling, routing, and analysis, leading to improved engagement and faster responsiveness between the government and its citizens.

“By integrating HCLSoftware’s AI capabilities into the Jansunwai-Samadhan system, we are creating a next-generation grievance redressal platform that will transform solutions at scale, impacting millions across UP,” said Mr. Amit Singh, Secretary to the Hon’ble Chief Minister, Government of Uttar Pradesh.

A key feature of the partnership is the establishment of an AI Center of Excellence (CoE) in Noida, announced during the WEF event. The CoE will lead AI-driven solutions in agriculture, healthcare, and education while offering specialized training for government officials. It will serve as a center for innovation, supporting the state’s mission to build a robust digital public infrastructure and accelerate development.
