लखनऊ (उत्तर प्रदेश) में अब बाइक टैक्सी चलाने के लिए परमिट लेना अनिवार्य कर दिया गया है। अवैध रूप से चल रही बाइक टैक्सियों पर लगाम कसने के लिए सरकार ने यह बड़ा कदम उठाया है। नए नियम के तहत बाइक टैक्सी परमिट के लिए 1350 रुपये की फीस निर्धारित की गई है, साथ ही हर सीट पर 600 रुपये का टैक्स भी देना होगा।
इसके अलावा ओला, उबर, इन ड्राइव और रैपीडो जैसी कंपनियां अब निजी वाहनों के लिए अपना ऐप उपलब्ध नहीं करा सकेंगी। पर्सनल वाहन भी इन ऐप्स का इस्तेमाल व्यावसायिक रूप से नहीं कर पाएंगे।
परिवहन विभाग को होगा राजस्व का फायदा
इस नियम से न सिर्फ अवैध बाइक टैक्सियों पर रोक लगेगी बल्कि परिवहन विभाग को राजस्व का भी फायदा होगा। फिलहाल शहर में ओला, उबर, इन ड्राइव और रैपीडो जैसी कंपनियों की बाइक टैक्सियां चल रही हैं, लेकिन इनमें से ज्यादातर बिना कमर्शियल परमिट के हैं। इससे सरकार को कोई राजस्व नहीं मिल रहा था। पहले चरण में 500 परमिट जारी किए जाने की योजना है।
CNG शर्त हटने से आसान हुआ परमिट प्रक्रिया
RTA (संभागीय परिवहन प्राधिकरण) ने बाइक टैक्सियों के लिए CNG रिट्रोफिटमेंट की शर्त हटा दी है। इससे वाहन मालिकों के लिए परमिट पाना अब आसान हो गया है। इसके साथ ही बाइक टैक्सी चलाने वालों के लिए रोजगार के अवसर भी बढ़ेंगे।
इलेक्ट्रिक और पेट्रोल वाहनों के लिए नए दिशा-निर्देश
जो इलेक्ट्रिक बाइक या स्कूटर टैक्सी के रूप में संचालित होंगे, उन्हें कमर्शियल रूप में परिवर्तित कराना होगा। वहीं पेट्रोल से चलने वाले दोपहिया वाहनों के लिए परमिट लेना अनिवार्य होगा।
बाइक टैक्सी की शुरुआत और नई दिशा
उत्तर प्रदेश में साल 2018 की पहली इन्वेस्टर समिट के दौरान बाइक टैक्सी की शुरुआत हुई थी। यातायात जाम से राहत और पर्यावरण को स्वच्छ बनाने के उद्देश्य से CNG बाइक टैक्सी की योजना लाई गई थी। उस समय बाइक टैक्सियों को छह महीने में CNG में कन्वर्ट करने की शर्त थी, लेकिन ICAT की मंजूरी न मिलने के कारण यह योजना सफल नहीं हो सकी। अब RTA ने यह शर्त हटाकर बाइक टैक्सी परमिट प्रक्रिया को सरल बना दिया है।
