Nepal: एशियाई विकास बैंक (एडीबी) ने नेपाल के लिए वर्ष 2025 से 2029 तक की नई कंट्री पार्टनरशिप स्ट्रेटजी (सीपीएस) की घोषणा की है, जिसके तहत 2.3 बिलियन डॉलर की रियायती आर्थिक सहायता दी जाएगी। यह रणनीति नेपाल की वर्तमान आर्थिक स्थिति को ध्यान में रखते हुए बनाई गई है, क्योंकि नेपाल अब अल्प विकसित देशों की श्रेणी से निकलकर विकासशील देशों की श्रेणी में शामिल होने की दिशा में बढ़ रहा है। इस बदलाव को समर्थन देते हुए एडीबी ने कहा है कि वह नेपाल को नई प्राथमिकताओं के आधार पर सहयोग देगा। इनमें हरित और रोजगार आधारित आर्थिक परिवर्तन, समावेशी मानव पूंजी और सार्वजनिक सेवाओं का सशक्तिकरण, तथा जलवायु परिवर्तन से निपटने में नेपाल की भूमिका को मजबूत बनाना शामिल है।
एडीबी ने स्पष्ट किया है कि यह आर्थिक सहायता नेपाल की 16वीं पंचवर्षीय योजना और सरकार के विकास दृष्टिकोण के अनुरूप दी जाएगी। इसका उद्देश्य निजी क्षेत्र में निवेश को बढ़ावा देना, कौशल विकास को प्रोत्साहित करना, बुनियादी ढांचे में सुधार करना और सामाजिक समावेशन को सशक्त बनाना है। इसके अतिरिक्त, डिजिटल विकास, लैंगिक सशक्तिकरण और संघीय शासन को मजबूत करने जैसे क्षेत्रों में भी सहयोग किया जाएगा। एडीबी, नीतिगत सुधारों, बुनियादी ढांचे में निवेश और क्षेत्रीय कार्यक्रमों के तहत सहायता प्रदान करने के लिए विश्व बैंक के साथ साझेदारी में संयुक्त नीति संवादों और सह-वित्त सहायता पर भी कार्य करेगा।
